UP's Vikas Dubey encounter inquiry panel slams 'judicial indiscretion'

The commission noted another instance when the HC passed a 'cryptic' order on April 30, 2008, refusing to grant leave to appeal filed by the UP government. The state had filed an appeal against the acquittal of Dubey in another murder case in which he had allegedly murdered an individual inside a police station. The panel said that the government advocate argued the appeal "in a most reckless and casual manner"
