Will IIT-faculty quota be followed by Team India quota or Supreme Court quota?

There is this Japanese proverb which says that "Better than a thousand days of diligent study is one day with a great teacher." With the latest quotas now adding up to 64%.5, as in the case of post-graduate medical education, are we saying that only one out of three professors or whatever should be chosen on the basis of mert? Has merit become a permanent four-letter word?
